the uefa control and disciplinary body has dealt today with the uefa cup match between fc rapid bucuresti and paris saint-germain fc, which was abandoned last tuesday evening during extra time due to a floodlight failure in the giulesti stadium in bucharest.
having analysed the reports from the uefa delegate and the referee of the match in question, as well as the documents submitted by both clubs involved, the control and disciplinary body has decided to declare the match forfeited against fc rapid bucuresti and to award a 3-0 victory to paris saint-germain fc. in its findings, the body concluded that the home club was to be considered responsible for the interruption of the match, in particular because – in violation of uefa’s competition regulations – no emergency power supply was available in the stadium.
the control and disciplinary body also decided to impose a fine of 15,000 swiss francs on paris saint-germain fc for having departed from bucharest without uefa’s approval, and before a decision was made about whether or not the match would have to be replayed the following day. appeals against these decisions must be lodged by sunday, 30 september 2001 at midnight at the latest.

at its meeting on tuesday, the uefa appeals body heard the appeal lodged by fc rapid bucuresti against the decision taken by the control and disciplinary body to forfeit the romanian club’s uefa cup match against paris saint-germain fc played on 25 september 2001.
on 27 september 2001, the control and disciplinary body forfeited the match against fc rapid bucuresti and awarded a 3-0 victory to paris saint-germain fc following the interruption of the game during extra time due to a floodlight failure at the giulesti stadium in bucharest.
after having analysed all documents of the case and having heard the parties involved, the appeals body decided to reject the appeal and to confirm the challenged decision of the control and disciplinary body.
in its findings, the appeals body complied with the conclusions made by the control and disciplinary body and confirmed that the home club was to be held responsible for failing to respect the uefa regulations as regards the lighting of the stadium. it therefore concluded that the sanction imposed by the control and disciplinary body against fc rapid bucuresti was adequate and in line with uefa’s disciplinary regulations.
